REPRESENTATIONS have been received from Bland and the agents in China of the British and Chinese Corporation to the effect that the delay in the recognition of their rights in regard to the railway from Fuchow to Ningpo until the final Agreement for the Canton-Kowloon Railway had been completed would invite obstruction of the latter line, and would indicate their acquiescence in the view that the former should be cancelled.

They refer, as a proof of bad faith of the Central Government, to the recognition of the Provincial Bureau of Kiangsu, which propose to build a railway from Fuchow to Kiangsing (likely Kia-hsing) in violation of the rights of the Corporation.

When accepting the proposal reported in your telegram No. 139 of the 18th instant, you might intimate to the Chinese Government that His Majesty's Government must continue to uphold the rights of the Corporation in regard to the Fuchow Railway, and have the right to expect that no steps taken by the provincial authorities in opposition to the maintenance of those rights will be sanctioned by the Chinese Government.
